VI FESTIVAL INTERNACIONAL TRES CONTINENTES DEL DOCUMENTAL

FUNDAMENTOS
Casi siempre la relación de los documentalistas de toda la América oprimida con sus colegas de Asia y África ha sido a través de los festivales y mercados organizados en Europa o los Estados Unidos. Pero creemos que ha llegado el momento de que nosotros construyamos nexos directos con nuestros colegas de aquellos continentes.
Aunque nuestros pasados pueden ser diferentes, nuestros presentes son en muchos casos similares y el futuro que nos espera, por medio de la globalización y la invasión colonialista, parece condenarnos a todos por igual a la mendicidad, a la mediocridad y a la imitación de modelos de exclusión, supuestamente hegemónicos, padeciendo casi infinitas formas de censura directa o indirecta, solapada o encubierta, política o económica.
Pero no estamos dispuestos a entregarnos sin luchar.
Enfrentada a las nuevas formas de colonización, la cultura de nuestros pueblos lucha, resistiéndose a la masificación y a la opresión, y está generando permanentemente cuerpos de independencia e insubordinación, de originalidad y de creatividad vital. Nosotros, los documentalistas, podemos y debemos apoyarnos en esas luchas para lanzarnos a compartir nuestras experiencias con otros que, como nosotros, encuentran en los documentales una clave para la resistencia.
El Festival Tres Continentes del Documental se realiza desde el año 2002 en distintos países. Esta sexta edición se realizará en Venezuela con subsedes en México y Nicaragua, con la confianza de lo aprendido, con la fuerza de los pueblos en la cámara de todos los documentalistas comprometidos con la humanidad.
BASES Y REGLAMENTO
1 - El VI Festival Internacional del Documental Tres Continentes, Asia, África y América, organizado por el Movimiento de Documentalistas, Vive TV y la Cinemateca Nacional de Venezuela se desarrollará del 19 al 24 de Noviembre, en Venezuela, con subsedes en México y Nicaragua.
2 - Podrán participar de la Muestra Competitiva documentales de Asia, África y la América, cualquiera sea su temática, tratamiento, formato y duración concluidos después del 1 de Enero de 2005. No podrán participar documentales originados o producidos en o por metrópolis o administraciones coloniales. Para el caso de películas de Estados Unidos y Canadá, se dará prioridad a las de origen afro-americano, chicano e indígena. En el caso de las naciones oprimidas, sus películas podrán participar con todo derecho en representación de su nación, independientemente del estado dentro el cuál han sido producidas. En el caso de la diáspora africana y la emigración asiática, las películas respectivas serán consideradas como africanas o asiáticas, según el caso, si así lo solicitan expresamente sus realizadores residentes en cualquier parte del mundo. Se dará un tratamiento especial a las películas habladas en lenguas "oprimidas", allí donde las haya.
3 - Podrán participar de la Muestra Invitación realizadores que en cualquier parte del mundo defiendan los derechos de las minorías y pueblos oprimidos, o pertenezcan a ellos, expongan una clara defensa del derecho a rebelarse contra la opresión o reivindiquen una transformación de las condiciones que la hacen posible.
4 - El derecho a participar no implica aporte monetario alguno y los premios y menciones no tendrán valor en dinero, sino que serán piezas cuyo valor simbólico devendrá de la jerarquía y trayectoria del Jurado Internacional del Festival.
5 - Todos los documentales serán exhibidos en video proyección, incluidos los realizados en fílmico, en su idioma original y subtitulados al español, cuando sea necesario.
6 - Se instituye un Premio al Mejor Documental de Tres Continentes y Menciones al Tratamiento Temático, Narrativo y Audiovisual, al Montaje y a la Experimentación. El Jurado podrá otorgar las Menciones Especiales que considere pertinentes.
El premio al mejor documental consistirá en un viaje para su realizador/a a Venezuela durante diez días con todo pago para que conozca la realidad actual de Venezuela y comparta su experiencia con los jóvenes realizadores venezolanos.
7 - El 1 de Septiembre de 2007 es la fecha límite para el envío por correo postal pagado en origen de la solicitud de inscripción, junto a una copia en DVD NTSC a:

8 - En caso de los documentales seleccionados, deberán enviarse por E-mail dos fotografías, una correspondiente a la película y una a su/sus realizador/es, así como un texto breve de introducción al documental y una breve biografía del/los realizador/es en español o inglés, no superiores a 1000 caracteres en total.
9 - Las copias enviadas para la selección quedarán disponibles en la videoteca del Movimiento de Documentalistas y sólo serán utilizadas con fines educativos y no comerciales.
10 - El envío de la solicitud de inscripción autoriza a TV VIVE a emitir el documental sin restricciones luego de concluido el Festival y a la Cinemateca Nacional de Venezuela a programarlos en sus salas en territorio venezolano.
11 - Las decisiones del Comité de Selección y del Jurado Internacional serán inapelables.
12 - Cualquier cuestión no contemplada será resuelta por el Comité Ejecutivo del Festival.

The Foundations
Almost always, the relationship of documentalists from oppressed America with their colleagues from Asia and Africa has been through festivals and markets organized in Europe or the United States. But we believe that the time has come for us to create direct links with our colleagues from those continents.
While our pasts may be different, our presents are in many cases similar and the future that awaits us, by way of the massifying globalization, seems to condemn us all alike to poverty, mediocrity and to emulate the supposedly hegemonic models of exclusion, suffering almost infinite forms of direct or indirect, sly or concealed, political or economic censorship.
But we do not have to give up.
Faced to the new forms of colonization, the culture of our peoples fights, resisting oppression and massification, and is permanently generating bodies of independence and insubordination, of originality, of vital creativity. We, the documentalists, may and should support each other in that struggle to launch ourselves to share our experiences with others who, like us, find in documentaries a key for resistance.
Due to these reasons, the Movement of Documentarists made the First Festival already the International of Documentaries Three Continents, Asia, Africa and America, carried out from the 2 to the 9 of September of year 2002, in the city of Buenos Aires. Now the edition of 2006 returns to Buenos Aires, with the confidence of the learned thing, the force of the people and countries in the camera of all the solidarity of documentarist with the humanity.
RULES and REGULATION
1 - The VI International Festival of the Documentaries Three Continents, Asia, Africa and Latin America , organized by the Movement of Documentarists and VIVE TV, will take place from November 19 to 24 of 2007,
2 - Documentaries from Asia, Africa and Latin America may participate in the Competition Exhibition, whichever their theme, treatment, format and duration, finished after January 1st, 2003. In the case of regions with a colonial system, the films originated in the metropolis or the colonial administration shall not be accepted. In the case of films from the USA and Canada, priority shall be given to those of Afro-American, Chicano and American-Indian origin. In the case of oppressed nations, their films may participate in full right representing the nation, no matter in what country they have been made. In the case of the African Dispersion and the Asian emigration, the films shall be considered African or Asian, according to the case, if this is expressly requested by their makers living in any part of the world. Special treatment shall be given to films spoken in "oppressed" languages, wherever they are.
3- Films makers who in any part of the world defend the rights of minorities and oppressed peoples, or belong to them, expound a clear defense of the right to rebel against oppression and vindicate a transformation of the conditions that make this possible may participate in the Special Exhibition.
4 - The right to participate does not entail any monetary contribution and the awards shall not have any monetary value but they will be handicraft pieces whose symbolic value shall be given by the prestige and background of the International Jury granting them.
5- All the documentaries shall be shown in video screening, included those made in film, in their original language and subtitled in Spanish if required.
6- An Award shall be given to the Best Documentary of Three Continents and Awards to Treatment of Theme, Narration and Audiovisual, to Montage and to Experimentation. The Jury may grant the Special Awards that it may consider adequate.
7- The deadline for sending the enrolment application together with a VHS or DVD (NTSC) copy is - September 1 of 2007 to:

If the original language is other than Spanish, the copy shall include a list of the spoken or written texts translated into Spanish or English. A copy of the application and the text shall be sent in a diskette in Word if sent by mail or directly by e-mail to: festival@documentalistas.org.ar
8- The deadline for sending the copy of the documentaries chosen for them to be shown in the Exhibitions is September 1, 2006 . Also, two photographs, one of the film and one of the maker/s shall be sent by e-mail, together with a brief introduction to the documentary and a brief bio data of the maker/s in Spanish or English, not over 1000 characters each.
9 - All VHS copies shall remain at the video library of the Movement of Documentalists and VIVE TV shall only be used to education non-commercial ends.
10 - Only the shipment of the inscription request authorizes to TV VIVE to emit the documentary one in Venezuela without restrictions after concluded the Festival.
11 -The decisions of the Selection Committee and of the International Jury shall be unappealable.
12- The Executive Committee shall decide on any issue not included in this Regulations.
